Dinah F. B. Cohen is the Director for the Department of Defense (DoD)
Computer/Electronic Accommodations Program (CAP). CAP is the centrally
funded program to provide assistive technology and accommodation services
to employees with disabilities in DoD and throughout the Federal Government.
Via her leadership, the CAP office has been recognized for quality services
with many awards including the Federal Technology Leadership Award,
Vice President Gores Hammer Award, the 2003 Intergovernmental
Solutions Award from the American Council on Technology, the E-GOV 2003
Explorer Award, as well as the prestigious Excellence in Employment
Award from the National Association of the Deaf (NAD), in July 2002.
On June 19, 2001, President George W. Bush visited the CAP Technology
Evaluation Center (CAPTEC) at the Pentagon. President Bush was accompanied
by the Secretary of Defense, Donald Rumsfeld, and Dinah Cohen.
Ms. Cohen received the "1995 Federal 100" Award, sponsored
by Federal Computer Week, for her impact on the development, acquisition
and management of information technology in the Federal government and
the DoD Exceptional Civilian Service Award for her leadership and management
of the CAP program. She served as the DoD representative and past Vice
President of the United States Council on International Rehabilitation.
She continues to serve on numerous interagency, accessibility committees
and conference groups.
Prior to joining DoD, Ms. Cohen was the Disability and Federal Women's
Program Manager at the Agency for International Development. Other Federal
experience includes the Equal Employment Opportunity Commission and
the Naval Research Laboratory.
She became a Certified Rehabilitation Counselor (C.R.C.) in October
1980. She received a Master of Science degree in Counseling Psychology
with a concentration in rehabilitation counseling from the State University
of New York at Buffalo. She holds a BS in Social Science/Elementary
Education from Russell Sage College in Troy, New York.
